Louisiana State Police Troopers assigned to Troop A's Criminal Investigations Division and the Narcotics Division arrested several individuals following Wednesday morning’s single-vehicle crash that occurred on La. Hwy. 73 (Old Jefferson Highway) near Barringer Foreman Road, TFC Russell Graham said in a news release.

The arrests are the result of quick action on the part of East Baton Rouge Sheriff’s Deputies and an intense follow-up investigation by Troopers, Graham said.

Troopers assigned to Troop A were dispatched to the crash shortly after 3 a.m. Aug. 15. Upon their arrival, LSP learned that the driver and passenger had fled the scene on foot into a nearby neighborhood, Graham said.

EBR Deputies quickly located and apprehended both occupants, who were later transported to Our Lady of the Lake Hospital with various injuries sustained in the crash. Their investigation revealed that a 2001 Honda Civic, driven by Anthony Turner, 18, of Warsaw, Missouri, ran off the road, struck a utility pole and overturned. Turner was ejected and sustained serious injuries, said Graham.

He and his passenger, Jordyn O’Neal, 18, of Baton Rouge, both fled the scene and were quickly apprehended by EBR Sheriff’s Deputies.

While investigating the crash, Troopers discovered a bag containing a white powdery substance and emitting a vapor, as well as a bag containing items normally used to manufacture methamphetamine, Graham said.

Troopers immediately blocked off the roadway and created a 500-foot “clear zone” around the crash scene. They also contacted nearby residents and ordered them to shelter in place, said Graham.

Troopers, with the assistance of the LSP Hazmat Unit, and the Baton Rouge Fire Department secured the scene, cleaned the site and cleared the crash, Graham said.

The vehicle was identified as having been stolen from Tennessee. It was then taken to the LSP Crime Lab along with the bag of suspected methamphetamine precursers for processing, he said.

State Police detectives and narcotics agents were called in to assist in the investigation, and troopers learned that the vehicle had been stolen by two individuals believed to be escapees from Humphreys County, Tenn.

Upon further investigation they located three additional individuals near the Rave movie theatre on Hatteras Avenue in Baton Rouge.

Dustin Allen, 26, and Dustin Jones, 24, were both arrested on fugitive warrants from Tennessee. They had walked away from a work release detail in Humphreys County in late July, Graham said.

Allen was serving an eight-year sentence for violation of probation for manufacturing methamphetamine. Jones was serving a three-year sentence for violation of probation for theft.

The third suspect, Zachary M. Kuhlmann, 22, was arrested on a fugitive warrant from Livingston Parish for domestic abuse.

Troopers have also arrested both the driver and passenger of the vehicle, Graham said.

Turner has been booked into the East Baton Rouge Parish Prison on charges of first-offense DWI, illegal possession of stolen property, reckless operation, hit and run and no seat belt.

O’Neal was charged with illegal possession of stolen property and will be booked into the EBRPP upon her release from the hospital.

Additional charges on both Turner and O’Neal are pending the outcome of the report from the LSP Crime Lab.
