Essential duties and responsibilities:

Enters all information into computer including payments, move-ins, move-outs, and new water and gas taps and calculate amount due. Writes all work orders, answers telephone, and receives payments. Assists customers with any questions, comments and all related needs. Processes all mail payments on a daily basis. Counts money and balances cash drawer. Sorts and files records alphabetically and numerically. Performs other related duties as may be assigned by the Departmental Assistant or Chief Administrative Officer.

Qualifications/Education Required:

High school graduate or equivalent. Six months related experience and/or training in cash handling.

Other Skills and Abilities Required:

Excellent organizational and oral and written communication skills are required. Must possess tact and diplomacy when interacting with public. Must have basic computer knowledge and be able to operate general office equipment such as fax machine, copier, adding machine, etc.

Physical Requirements:

Must be able to sit for long periods of time. Frequent walking, occasional lifting and occasional crouching or stooping.

Applications may be obtained from City Hall at 4700 Main Street from 8am-4:30pm Monday thru Friday. All applicants must be 18 years of age and submit with their application a copy of a valid driver’s license and high school diploma or certificate of equivalency to qualify for the position.

The following resolution was offered by Mr. Swilley and seconded by Mrs. Rogers:

RESOLUTION

A resolution providing for canvassing the returns and declaring the result of the special election held in Zachary Community School District No. 1, State of Louisiana, on Tuesday, November 2, 2010, to authorize the incurring of debt and issuance of bonds therein.

BE IT RESOLVED by Zachary Community School Board (the “Governing Authority”), acting as the governing authority of Zachary Community School District No. 1, State of Louisiana (the “District”), that:

SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Zachary Community School District No. 1, State of Louisiana, (the “District”), on TUESDAY, NOVEMBER 2, 2010, to authorize the incurring of debt and issuance of bonds therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.

SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of East Baton Rouge, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.

This resolution having been submitted to a vote, the vote thereon was as follows:

PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN ZACHARY COMMUNITY SCHOOL DISTRICT NO. 1, STATE OF LOUISIANA, ON TUESDAY, NOVEMBER 2, 2010.

BE IT KNOWN AND REMEMBERED that on Thursday, November 11, 2010, at seven o’clock (7:00) p.m., at its regular meeting place, Zachary Community School Board Office, 3755 Church St, Zachary, Louisiana , the Zachary Community School Board (the “Governing Authority”), acting as the governing authority of Zachary Community School District No. 1, State of Louisiana (the “District”), and being the authority ordering the special election held therein on Tuesday, November 2, 2010, with the following all members present except Mr. Snowden was absent.

did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:

BOND PROPOSITION

Summary: Authority to issue not exceeding $40,000,000 of not exceeding 20 year General Obligation Bonds of Zachary Community School District No. 1, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public.

Shall the Zachary Community School District No. 1, State of Louisiana (the “District”), incur debt and issue bonds to the amount not exceeding Forty Million Dollars ($40,000,000), to run not exceeding twenty (20) years from date thereof, with interest at a rate not exceeding nine per centum (9%) per annum, to be sold at par, premium or discount, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 4,104 votes cast IN FAVOR OF the Proposition and a total of 3,124 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 980 votes cast IN FAVOR OF the Proposition as hereinabove set forth.

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Tuesday, November 2, 2010.

The regular board meeting of the Zachary Community School Board was held on October 28, 2010 at 7:00 p.m. at 3755 Church Street, Zachary, La.

The invocation was led by Mrs. Samuel.

The Pledge of Allegiance was led by Mr. Benda.

ROLL CALL: Mr. Owen, Mrs. Young Mr. Swilley, Mrs. Samuel, Mrs. Rogers, Mr. Kelley, Mr. Benda and Mr. Dayton. ABSENT: Mr. Snowden

APPROVAL OF MINUTES FROM SEPTEMBER 30, 2010 BOARD MEETING

Mrs. Young moved to approve the minutes from September 30, 2010 Special Board Meeting and Mr. Swilley seconded the motion.

SUPERINTENDNET REPORT

Mr. Drake reported that Ladarrius Vessell, running back for Zachary High School was nominated for and won the WBRZ Fan’s Choice for the week of September 29, 2010. On October 29, 2010, Zachary will play Walker at 7:00 p.m. On October 30, 2010 the Cross Country will be at the West Feliciana Sports Park and on October 31, 2010 the Swim Team will be at Crawfish Aquatics. Congratulations to Maegan Laborde and Bianca Deliberto of Zachary Elementary, for being awarded the Louisiana Science Teachers Association Travel Grants. Raising Canes will have their Raising Grades with Raising Canes Luncheon on October 29, 2010 at 11:30 a.m.

RECOGNITION OF STUDENTS

The board recognized Young Authors and Newspapers in Education Winners. The students each received a certificate. (See Attached List)

RECOGNITION OF BOARD MEMBERS: HUBIE OWEN, SHARON SAMUEL AND GAYNELL YOUNG

SCHOOL BOARD CONFERENCE HOURS ON SEPTEMBER 23 & 24, 2010

Mr. Drake recognized Hubie Owen, Sharon Samuel and Gaynell Young for attending the 14th Annual Louisiana Tech University School Law Institute School Board Law Conference on September 23 -24, 2010. They each earned 9.5 Education Units.
